Inalltypesofemergencies,thepoorestandmostvulnerablepeoplesufferdisproportionately.Theseimpactsarecomplicatedbytheenormityoftheresultingeconomiccosts,averagingoverUS$100billionperyear.Theappropriateandtimelymanagementoftheserisksrequireseffectivenationalandinternationalcapacities,intersectoralcollaboration,thepromotionofequity,theprotectionofhumanrights,andtheadvancementofgenderequality.
